What does a referral exclusion do in GA4?

It tells GA4 not to treat a redirect through that domain as a new traffic source. Without it, returning from a login page or a hosted checkout starts a new session credited to the login or payment provider instead of the campaign that brought the visitor in the first place.

Where do I add these in GA4?

Admin, then Data Streams, then your web stream, then Configure tag settings, then List unwanted referrals. Add each domain from the list as its own condition, Domain contains [value].

Why isn't email or social on this list?

Referral exclusion only fixes redirect hops, sessions that leave your site and come straight back, like a login or checkout. Email, social and CRM links arrive as referral for a different reason, the link itself was never tagged, so the fix there is adding UTM parameters, not an exclusion.
